Frank Riggs, President and CEO
Frank Riggs is President and CEO of CSDC and an ex officio,
non-voting member of its Board of Directors. He joined the CSDC
Board in January 2000 and, from September 2000 through February
2002, served as CSDC's first Executive Vice President and Chief
Operating Officer. Prior to joining CSDC he was Vice President of
Government Relations for Educate, Inc.
Frank has substantial private-sector business experience in
real estate development, finance, and education, and a record of
public service having represented California's First Congressional
District for three terms (from 1991-92 and 1995-98), in the 102nd
and 104th & 105th Congresses.
While in Congress, Frank sat on the House Appropriations,
Banking and Financial Services, and the Education and the Workforce
Committees. From 1996-98, he chaired the House Subcommittee on
Early Childhood, Youth and Families, where he authored the Charter
Schools Expansion Act of 1998, and sponsored legislation to improve
programs covering special education, vocational and technical
education, literacy, teacher training, and bilingual
instruction.
Frank is a U.S. Army veteran, former California police officer,
and a summa cum laude graduate of Golden Gate University in San
Francisco where he received the Associates Award as the outstanding
graduate of the baccalaureate program in the College of Business
and Public Administration.
